I have not looked at the texture cache code in detail, so I currently suggest an option "Enable smart texture cache": Clear the cache on each TFLUSH, but not on each PRIM. This will handle textures changed in place. Also, pspdisplay has hooks on mem.write, so we could detect when a texture is being modified and invalidate it.
