A new version of the tool upset, used to create and apply UPS patches, has been released.

This new version is the first application release to use the new phoenix GUI toolkit. As a result, the Windows binary is now a 55KB download, instead of a 2.6MB download when it utilized the Qt toolkit. It can also be compiled natively on Linux for the GTK+ or Qt toolkits.
This version also supports creating new UPS patches, in addition to the previous support for applying them; thus the old tsukuyomi tool is no longer needed nor supported in any way.
